Madam Justice Audrey Demicoli ordered INDIS Malta to pay scientist Robert Cortis €533,360 plus interest for specialised work on the abandoned Luqa dump-regeneration project. Cortis had been commissioned in 2020 to prepare a waste-characterisation report required for the environmental impact assessment and planning application. INDIS later instructed him to invoice private consortia participating in procurement. The court rejected that arrangement, holding that the government entity was the ultimate beneficiary of the report and remained responsible for paying for the commissioned work.
