The Malta Financial Services Authority published a discussion paper to begin formal dialogue on decentralised finance. It examines the interaction between DeFi and the EU’s MiCA rules, decentralised governance, segregated-cell structures, guardian agents and account abstraction. The regulator said innovation must be balanced with accountability, operational resilience, consumer safeguards and financial-crime controls. Developers, academics, investors and financial-sector participants have been invited to submit practical feedback by 10 July. The responses may shape Malta’s future policy approach as European and international regulation continues to develop.
