The Malta Football Association outlined FIFA-directed measures intended to keep matches moving. A substituted player should leave within ten seconds; excessive delay can keep the replacement off for at least one minute. Referees may reverse possession when teams take too long over throw-ins or restarts, and a delayed goal kick may result in a corner. Players treated on the pitch must generally remain outside for at least one minute of effective playing time. Officials will signal a short countdown before penalising an obvious attempt to gain advantage through delay.
