The Interdiocesan Commission for the Promotion of Integral Human Development said suspending works once a valid appeal is filed would make the right of appeal more effective and balance objectors with permit holders. Government’s draft envisages a first tribunal hearing within 30 days, a decision within six months and, if the courts become involved, conclusion in about a year. The commission said the reform should proceed without delay after consultation, but must be followed by deeper changes addressing cumulative development, natural and cultural heritage, worker and neighbour safety, and meaningful participation by communities and civil society.
