Chris Bonett announced plans to move from encouraging helmet use to making it compulsory for licensed e-scooter riders. The announcement is a proposal awaiting Cabinet consideration, not confirmation that a new requirement is already in force. Times of Malta reports that riders must currently be at least 16 and meet licensing, registration and insurance requirements. Privately owned scooters remain permitted, unlike rental scooters, which were banned in 2024. The proposed change follows renewed concern about rider safety after the Żebbuġ accident.
