Transport Malta reminded riders that road-legal e-kickscooters must be purpose-built, powered by an auxiliary electric motor and limited to 20 kilometres per hour. Registration requires an application, manufacturer specifications, purchase documentation, Maltese insurance and a technical inspection; the fee is €10 and the annual road licence is free. Riders must be at least 16, hold an eligible driving licence or theory qualification, and carry identification and vehicle documents. Non-compliant scooters cannot be registered and may be confiscated if used on public roads.
