The Malta Investments and Economic Advisory will commission feasibility, financial, environmental and logistics studies for the proposed Bengħajsa Point site. The winning team must report within 12 months; any eventual facility is estimated to require four to eight years. MIEA chief Karl Azzopardi said public consultation would involve councils, residents, fishers and NGOs. The masterplan itself authorises neither reclamation nor construction: planning permission, regulatory clearance and further environmental assessment would still be required. The project’s cost is not yet known, and government may examine a public-private partnership while retaining oversight.
